£20 - £25 / Hour (Umbrella rates, business mileage)
Building Control Surveyor - Darlington
A County Durham local authority are looking to recruit a suitably qualified Building Control Surveyor for an initial 4 month contract.

You will provide comprehensive Building Control services including the processing of plans submitted for approval, carrying out site inspections and enforcement of the Building Regulations.

Main duties and responsibilities:
1. Evaluate major and complex proposals to determine whether a Building Regulation application is required by the checking of laid down criteria such as, environmental location / floor area that are set by Building Regulations
2. Examine major and complex plans for compliance with Building Regulations and associated legislation and deal with contentious issues (unsupervised). For example, with regard to major residential / commercial / institutional developments, conversions in listed buildings or buildings with specified restrictions. Also deal with cases with innovative design approaches with a degree of experimentation that must be assessed against the prescriptive building regulations
3. Plan for and carry out site inspections on major and /or complex projects or contentious issues and deal with points arising by interview, correspondence or telephone conversation. Projects and other details as mentioned in 2 above
4. Carry out investigations and inspections relating to alleged contraventions of the Building Regulations major and /or complex projects or contentious issues and institution of remedial action as necessary with follow up inspections
5. Demonstrate a more complex and comprehensive understanding of the Building Regulations, systems and allied legislation and their concepts and principles. Be able to understand other areas of legislation that effect design and consider this in relation to building regulation compliance
6. Provide professional, technical advice and expertise on complex Building Regulation matters
7. Assist the Senior Building Control Surveyor by contributing to the development of complex policies
8. Assist with the introduction, review and development of procedures in response to new/revised legislation or means of operation
9. Liaise with other officers within the Authority and where necessary with other agencies with regard to Building Regulations and associated legislation.
10. Maintain accurate records of time and other costs attributable to individual applications, maintain detailed site inspection records, trigger production of an inspection fee on first inspection of property, and prepare reports as required as a result of any inspections carried out
11. Demonstrate a detailed understanding of the Building Regulations and allied legislation and their concepts and principles
12. Maintain a high quality of service delivery to customers in the interests of promotion and marketing of the Building Control section.
13. Have the ability to use MS Office applications and bespoke Building Control software packages.

The ideal candidate will be educated to graduate level in a related discipline or equivalent, plus demonstrable experience as a post holder in Building Control or a similar construction related vocation and ideally Full Membership of a professional body related to construction and Building Control (e.g. RICS, CABE, CIOB) plus demonstrable experience as a post holder in Building Control or a similar construction related vocation

Required work experience:
- Experience of working with the general public giving complex Building Regulation information and advice on more major
- Experience of validating major complex plans
- Experience of assisting in the processing of major complex Building Regulation applications
- Experience of checking major complex plans to ensure compliance with the Building Regulations
- Experience of planning for, and undertaking, major complex site visits
- Experience of assisting with more complex service development projects
- Experience of liaising with, and providing support to, other Council Departments in relation to more complex Building Regulations and statutory functions.
